The Board of Directors of the Retirement Benefits Authority is established pursuant to the provisions of Section 6 of the Retirement Benefits Act and vested with the management of the Authority.
The Board is appointed by the Minister for Finance and under the First Schedule to the Retirement Benefits Act, members of the Board other than ex officio members shall hold office for a period not exceeding four years, on such terms and conditions as may be specified in the instrument of appointment but shall be eligible for re-appointment for one more term of a period not exceeding four years.
The members of the Board are appointed at different times so that the respective expiry dates of the members’ terms fall at different times.

Mr. Justus Manyara M’Igweta
Chairman
Mr. M’Igweta was first appointed to the RBA Board as Chairman on 18th December 2003. He was subsequently reappointed to the position of Chairman of the Board with effect from 18th December 2007. Mr. M’Igweta is a distinguished accountant holding ACCA qualifications as well as CPA (K). He rose in his profession to become the Chief Accountant of the Meru Central Farmers Co-operative Union and was also key in the set up of the Meru Municipality as the Treasurer of the Meru Municipal Council.
Mr. M’Igweta, as Chairman of the RBA Board, brings with him vast managerial and financial experience and continues to steer the Authority in the path of prosperity.

Mr. Edward Odundo
Chief Executive Officer
Mr. Edward O. Odundo is the Chief Executive Officer of the Retirement Benefits Authority. He was appointed to this position on 2nd May, 2002. He is a well accomplished accountant holding a FCPA as well as Bachelor of Science and Masters in Business Administration in Strategic Management. He is currently pursuing his PHD in Strategic Management from the University of Nairobi.
Prior to his appointment as CEO, Mr. Odundo was the former Commissioner of the Value Added Tax and Financial Controller at the Kenya Revenue Authority. He also served in various senior positions in the insurance and re-insurance industries. Mr Odundo due to his wide diverse experience in the financial services sector is a member of various boards. He is a Director of the of the IRA Board of Directors by the virtue of his position as the CEO, RBA. His experience is critical in the policy and supervisory function of the Retirement Benefits Authority.

Mr. Mwai Kihu
Director
Mr. Mwai Kihu has been a member of the RBA Board since 9th March, 2009. He holds a B. Tech (Hons.) degree from the University Of Bradford, U.K., and an MBA from USIU-Africa. He is a Fellow and Life Member of Kenya Institute of Management, and an accomplished investment and management consultant.
Mr. Kihu brings to the board a wealth of Managerial Experience. He is Chairman at Amalgamated Chama Limited, Chairman at Agribusiness & Financial Services Thematic Working Group (of ASCU, GoK); A Council Member of Association of Professional Societies of East Africa (APSEA) among other responsibilities. Mr. Kihu is also a former member of the Board of Capital Markets Authority (CMA) and Council of Kenya Institute of Management.

Mrs. Thamuda Hassan
Director
Mrs. Thamuda O. Hassan has been a member of the RBA Board effective 4th January, 2007. Mrs. Hassan was re-appointed as a Member of the Board on 1st April 2011 as a testament to the confidence in her ability to steer the Authority in the right path. Mrs. Hassan had a thriving career at the Central Bank of Kenya and rose through the ranks to the level of Branch Manager, Mombasa.
Mrs. Thamuda Hassan holds a Bachelor of Arts Degree in Economics & Sociology from the University of Nairobi and has attended various professional courses in Management through the years. She brings to the RBA Board her vast knowledge, experience and leadership in the banking and financial sector.

Mr. Jacob N. Onkunya
Director
Mr. Jacob N. Onkunya was appointed to the Board of Directors of the Retirement Benefits Authority on 1st April 2011. Prior to his appointment, Mr. Onkunya was and continues to be a lead consultant with the Federation of Kenya Employers (FKE). Mr. Onkunya has also previously held the position of General Manager of Kenya Seed Company.
He holds a Masters degree in Business Administration from the United States International University (USIU) and a Bachelors degree in Economics from the University of Nairobi. He further holds various professional qualifications in Human Resource management, Development of Business Strategy and Planning and Productivity Improvement among others.
Mr. Onkunya brings to the RBA Board vast knowledge, experience and leadership in Enterprise Management.

Mr. Joseph Kinyua
Ex-officio
Prior to his appointment as a permanent secretary, Mr. Kinyua was the Chief Economist of the Central Bank of Kenya. He began his career as an Assistant Lecturer at Nairobi University in 1978. He joined the Central Bank of Kenya in 1980 and worked his way through the ranks from an Economist to Director of Research. He also worked as an economist on a fixed term appointment with the International Monetary Fund (IMF) 1985 - 1990, after which he returned back to the Central Bank of Kenya.
Mr. Kinyua holds BA(Econ.) and MA(Econ.) degrees from Nairobi University. His current position as the Permanent Secretary involves policy formulation and implementation. As a member of the Board of RBA, he ensures that the policies that the Authority takes are in line with the Government financial policy. He is a member of the Board by virtue of his position as the Permanent Secretary, Ministry of Finance.

Ms. Stella Kilonzo
Ex-officio
Ms. Stella Kilonzo is the Chief Executive Officer of the Capital Markets Authority with effect from July 2008. Ms. Kilonzo holds an MBA (Corporate Finance) from Loyola University of Chicago, is a CPA and a First Class Honors B.Com graduate from the Catholic University of Eastern Africa.
Ms. Stella Kilonzo has diverse experience in financial sector and capital markets industry. She previously worked in securities market regulation at Financial Industry Regulatory Authority (FINRA) in Chicago, USA for four and half years at PwC Kenya as a Senior Associate in Corporate Finance Advisory Services. She was the Chairperson of the East Africa Securities Regulatory Authorities (EASRA), from 2008 to 2010, a forum for East African Capital markets regulator.
Ms. Kilonzo brings her wide and diverse experience to the RBA Board which she sits by virtue of her position as the CEO, CMA.

Mr. Sammy Mutua Makove

Mr. Sammy M. Makove is the Chief Executive Officer of Insurance Regulatory Authority and Commissioner of Insurance. Prior to his appointment on 1st May, 2001, Mr. Makove held the position of Commissioner of Insurance in the Department of the Ministry of Finance.
Mr. Makove holds a Masters in Psychology from Daystar University and a Bachelor of Commerce-Insurance from the University of Nairobi. He further holds various professional qualifications in the Insurance industry which includes; Chartered Insurance Practitioner ( CIP), Associate of the Insurance Institute of Kenya (AIIK), Associate of the Chartered Insurance Institute of London (ACII) and Member of the Chartered Institute of Arbitrators (CIarb.)
Mr. Makove brings vast knowledge, experience and leadership in the insurance sector to the RBA Board in which he sits by virtue of his position as the CEO, IRA.

The Chief Executive Officer is appointed by the Board in consultation with the Minister and as an ex officio member of the Board, the Chief Executive Officer has no right to vote at any meeting of the Board. The Chief Executive Officer is subject to the directions of the Board, responsible for the day to day management of the Authority.
