The Retirement Benefits Authority (RBA) has announced a series of public participation forums aimed at gathering views from Kenyans on proposed legislative and policy changes to the Retirement Benefits Act and its regulations. These proposals will inform the FY 2026/2027 Budget Policy Statement and could shape the future of retirement savings and pension administration in Kenya.

Why This Matters

The Retirement Benefits Authority is a statutory body established under the Retirement Benefits Act, Cap 197. Its mandate includes regulating and supervising retirement benefits schemes, promoting the development of the retirement benefits sector, protecting the interests of members and sponsors and advising the Cabinet Secretary for the National Treasury on national retirement benefits policy.

As part of this mandate and after receiving proposals from various stakeholders in the retirement benefits sector, RBA has compiled a set of proposed policy changes. In compliance with the Statutory Instruments Act No. 23 of 2013, which requires public consultation before any statutory changes are made, the Authority is now inviting the public to review and comment on these proposals.

Public Participation Forums: Dates and Venues

To ensure inclusive engagement, RBA will hold full-day public participation forums across the country from 8:30 a.m. to 5:00 p.m. The forums will take place in the following towns:

  • Mombasa – Mombasa Beach Hotel, 9th March 2026
  • Nakuru – Nakuru Agricultural Training Centre, 9th March 2026
  • Kisumu – The Vic Hotel, 9th March 2026
  • Machakos – Semara Hotel, 11th March 2026
  • Nyeri – White Rhino Hotel, 11th March 2026
  • Kakamega – Golf Hotel Kakamega, 11th March 2026
  • Eldoret – Eldoret Polytechnic, 13th March 2026
  • Meru – Meru University Conference Centre, 13th March 2026
  • Nairobi – Eka Hotel, 19th March 2026

These forums provide an opportunity for scheme members, trustees, sponsors, administrators and the general public to directly engage with policymakers and contribute to reforms that affect retirement planning and financial security.

How to Participate

Interested members of the public and stakeholders can participate in two ways:

  1. Submit written memoranda by emailing your comments and proposals to [email protected] on or before 5th March 2026.
